Ambassador Mahmoud Karem stated that the National Council for Human Rights is working to ensure the full realization of the rights of persons with disabilities.

Ambassador Dr. Mahmoud Karem, Chairman of the National Council for Human Rights, affirmed that the rights of persons with disabilities remain a top priority for the Council, as part of building a modern state based on equality and non-discrimination. His remarks came during the “Empowerment is a Right” celebration organized by the National Council for Persons with Disabilities on the occasion of the International Day of Persons with Disabilities.

Dr. Karem emphasized that the full enjoyment of rights by persons with disabilities goes hand in hand with their active participation in society, stressing the importance of collective effort, proper training, and genuine commitment to social inclusion. This approach enables society to support and empower them through equal opportunities and necessary facilitative arrangements.

He reviewed the Council’s recent initiatives to empower persons with disabilities across various aspects of life, including:

  • Training programs for service providers in ministries and governorates.
  • A roundtable with the Central Bank to promote financial inclusion.
  • Workshops supporting practical employment under the new Labor Law No. 14 of 2025.
  • Roundtables with political parties to enhance their political participation.

Dr. Karem also highlighted that the Council’s complaints office prioritizes grievances from persons with disabilities, ensuring swift review and response to safeguard their rights in society.

He concluded by stressing that the Council collaborates closely with civil society organizations, relevant ministries, the National Council for Persons with Disabilities, and members of both houses of parliament to ensure the full realization of disability rights, expressing confidence that the “Empowerment is a Right” celebration serves as a genuine starting point for integrated national efforts to sustainably support these rights.
